

近日,廣州公交集團提交的“公共交通電氣化與電池梯次利用系統”案例入選世界城地組織(UCLG)發起的“2030年城市倒計時”(Cities Countdown to 2030)倡議首批10個示范案例,并被收錄于《以地方愿景驅動全球轉型——2030年城市倒計時案例集(Driving Global Transformation through Local Ambition -- The First Cities Countdown to 2030 Missions Portfolio)》。目前,該報告第一期已在UCLG官網發布,由聯合國副秘書長作序;第二期報告將于摩洛哥丹吉爾舉行的相關國際會議期間發布。
Recently, the mission titled “Public Transport Electrification and Battery Second-Life Utilization System”, submitted by Guangzhou Public Transport Group, was selected as one of the first ten missions under the “Cities Countdown to 2030” initiative launched by United Cities and Local Governments (UCLG), and featured in the Driving Global Transformation through Local Ambition -- The First Cities Countdown to 2030 Missions Portfolio. The first edition of the portfolio has been published on the UCLG website, featuring a foreword by the UN Deputy Secretary-General. A second edition will be released during an international conference in Tangier, Morocco.

Driving Global Transformation through Local Ambition
“2030年城市倒計時”是UCLG與聯合國人居署(UN-Habitat)聯合推動的重要全球倡議,旨在通過地方和區域政府的實踐,加速聯合國2030年可持續發展議程(SDGs)的落地實施。該倡議聚焦遴選具有高影響力和可復制性的城市轉型案例,構建全球經驗共享與政策對話平臺,并為“2030地方高影響力倡議”等聯合國機制提供實證支撐。
The “Cities Countdown to 2030” initiative is a major global effort jointly promoted by UCLG and UN-Habitat, designed to accelerate the implementation of the UN 2030 Agenda for Sustainable Development (SDGs) through the actions of local and regional governments. It focuses on identifying high-impact, replicable urban transformation missions, building a global platform for knowledge exchange and policy dialogue, and providing evidence-based support for UN mechanisms such as the Local 2030 High-Impact Initiatives.
廣州此次入選的案例為廣州公交集團報送的“公共交通電氣化與電池梯次利用系統”項目。自2017年啟動以來,廣州持續推進新能源公共交通發展,實現了公交車和出租車的全面電動化。截至2023年,全市已投運超過1.2萬輛電動公交車和1萬輛電動出租車,建成6800個充電樁,并通過“如約平臺”實現對180多個充電站的數字化管理。同時,廣州創新構建“電動交通+能源系統”融合模式,將退役動力電池用于電網儲能,實現最長可達4年的梯次利用,形成集光伏發電、快速充電與儲能于一體的能源生態體系。
Guangzhou’s selected mission, submitted by Guangzhou Public Transport Group, is titled “Public Transport Electrification and Battery Second-Life Utilization System.” Since its launch in 2017, Guangzhou has steadily advanced the development of new energy public transport, achieving full electrification of its bus and taxi fleets. By 2023, the city had deployed over 12,000 electric buses and 10,000 electric taxis, installed 6,800 charging points, and enabled digital management of more than 180 charging stations through the “Ruyue Platform.” At the same time, Guangzhou has pioneered an integrated “electric mobility + energy system” model, repurposing retired traction batteries for grid-level energy storage, enabling second-life applications of up to four years, and developing an energy ecosystem that integrates photovoltaic power generation, fast charging, and energy storage.
該項目不僅顯著降低了城市交通領域的碳排放和能源消耗(能源使用減少超過50%,累計減少二氧化碳排放超50萬噸),還推動公共交通從傳統出行服務向“低碳基礎設施”的轉型升級,探索出一條以投資驅動、系統集成為特征的城市可持續發展路徑。
This mission has not only significantly reduced carbon emissions and energy consumption in the urban transport sector (with energy use cut by more than 50% and cumulative CO? emissions reduced by over 500,000 tonnes), but also facilitated the transformation of public transport from a conventional mobility service into low-carbon infrastructure. It represents an urban sustainable development pathway characterized by investment-driven development and system integration.
在全球框架下,廣州的實踐為城市落實氣候行動(SDG13)、可持續城市(SDG11)、清潔能源(SDG7)等多項目標提供了可量化的本地成果,也展示了如何通過制度性創新,將公共服務嵌入城市能源與數字治理體系之中,推動城市整體轉型。
Within the global framework, Guangzhou’s mission provides measurable local outcomes for advancing climate action (SDG 13), sustainable cities and communities (SDG 11), and affordable and clean energy (SDG 7). It also demonstrates how institutional innovation can embed public services into urban energy and digital governance systems, driving holistic urban transformation.
作為首批入選案例之一,廣州的經驗將通過該報告在全球范圍內推廣,為更多城市提供可借鑒的實踐路徑與政策啟示。
As one of the first missions selected, Guangzhou’s experience will be promoted globally through the portfolio, offering practical references and policy insights for cities worldwide.
